Rotten Tomatoes has many different algorithms that go into their rankings, but a simple approach to picking the top-rated film is by selecting the ones with the most positive review without a negative one. Until recently, Toy Story 2 held the record for a 100% Rotten Tomato rating with 163 "Fresh" reviews and no "Rotten" reviews.
I say recently because this week's new release Paddington 2 actually broke this record. As of this week, it has 193 "Fresh" reviews without a single negative mark on its record. So, yes, Paddington 2 could be considered the best-reviewed film of all time on Rotten Tomatoes.
